What Is EITC?

Pennsylvania gives eligible taxpayers a rare chance to choose exactly where their tax dollars go. Many families in our community are already making that choice — using it to support and enhance the education of our children.

EITC is not an additional donation. It is simply a program that allows you to dictate how your PA tax is used instead of the government. It puts you in the driving seat, at little to no cost to you.

As a participating school, Manarah Islamic Academy receives scholarship funding through EITC contributions — funding that directly helps with tuition assistance, programs, and educational resources for our students.

Review Line 12 of your PA-40 return. If you pay $3,500 or more in PA state tax, you likely qualify.

Complete the Joinder

Download and fill out the Fall 2026 Joinder Agreement — it takes about 5 minutes. This is the first step.

Submit to CPSF

Email, fax, or mail the completed Joinder Agreement to the Central Pennsylvania Scholarship Fund (CPSF).

DCED Approval

CPSF submits your application to the PA Department of Community & Economic Development (DCED) for approval.

File & Receive Your Refund

File your taxes with Form K-1 reflecting your EITC contribution and receive your refund.

Frequently Asked Questions

Do I have to commit for more than one year?

No. Each gift is a fresh, one year commitment. There is no obligation to continue in a future year.

What if I do not owe enough Pennsylvania tax?

A minimum liability, typically $3,500, is required. Confirm your number with your tax preparer before you commit.

Can business owners and retirees take part, not just W-2 employees?

Yes. Anyone with enough Pennsylvania tax liability can join, whether it comes from a paycheck, a business, or other income.

Does this take money away from public schools?

No. EITC and public school funding come from two separate state budgets.

What is a Special Purpose Entity, and why do I join through one?

It is a simple giving structure that collects state tax credits from donors and passes them to schools. CPSF manages ours at no administrative fee.

Does Manarah receive my full donation?

Yes. Manarah receives 100 percent of your redirected tax.

Is there a deadline to join this year?

Joinders are accepted year round, but new donors should submit by September 30 for the best chance. Availability gets slimmer after that.

How much funding is available this year?

Pennsylvania approved $590 million for the EITC program for the 2025 to 2026 school year. Unclaimed credits simply go to another school instead.

When will I need to send my check?

Once CPSF confirms your funding, typically in mid to late October, you will be asked to send your contribution, usually by early November.

When will I receive my K-1 tax form?

CPSF mails your K-1 by March 15 of the following year. You need it to file your Pennsylvania return and claim your credit.

When will I receive my refund?

Most donors see their refund between May and October of the following year, depending on when they file.

Am I paying Pennsylvania tax twice as a W-2 employee?

Briefly, yes. Tax is still withheld from your paycheck, so you cover both that and your EITC check until your refund arrives.

Once you've completed the Fall 2026 Joinder Agreement, submit it directly to the Central Pennsylvania Scholarship Fund (CPSF) using any of the methods below:
